Alex is his grandmother Mary's miracle boy she is fond of saying. When she took custody of him she was told he'd never survive past infancy. Alex's parents left him in the care of his grandmother Mary when he was an infant and effectively moved on with their lives. Mary has been his IHSS ever since. This means Mary provides round the clock care for Alex and is paid for this work by the State of California. Over the last 8 years as California has struggled to balance its budget IHSS services have been the first to be cut back and in turn thats restricts the hours a IHSS provider can work with the promise of hours owed at a later date. In Mary and Alex's case she's owed hundreds of back hours by the State of California.
